The Ombudsman role in the Republic of Macedonia as a controller of the state administration work

Refering to the primary role of the\udinstitutuion Ombudsman- human rights protection, it\udis important to ephasize the numerous measurements\udavailable within the scope of its competences. The\udpurpose of this paper is to make analysis of one\udsegment of the numerous competences, which is\udperceiving the actions and activities undertaken by\udthe Ombudsman as a controller of the State bodies,\udi.e. State Administration in the Republic od\udMacedonia. Human rights and freedoms are mostly\udviolated by suppliers of public services, and the\udOmbudsman is the one with a competence in the\udarea of protecting the citizens from these bodies and\udinstitutions. In this protection precisely, the\udOmbudsman is directed towards controlling the\udlegality as well as the appropriatness of the actions\udundertaken and the decisions made by the bodies of\udState Administration. Thus, reserach methodology is\uddirected towards qualitative analysis of documents\udand statisical data dating from the period 2010-2014,\udrelevant to the research subject . At the same time,\udby analyzing the annual reports of the Ombudsman\udin the Republic of Macedonia, as well as the number\udof complaints lodged by the citizens, we come to\udconclude that the legal settlement of the\udOmbudsman competences, limited solely to\udpreventive actions, and not being authorized for\udmaking mandatory legal decisions while controlling\udthe State bodies work, negatively affects the\udeffective protection of the civil human rights and\udfreedoms from State bodies and other oublic\udauthorities.\udKey words: rights, freedom, control, state bodies,\udprotection \ud
